As the largest province of rice production in China, Hunan has suffered a series of droughts in spring, summer, and autumn, which are rare in history. "Although this year, God did not help, but the entire department from top to bottom in the province made every effort to fight against Baofeng. From a current point of view, this year's total grain production in our province is on the rise and it is expected to be the eighth consecutive year since 2004." Hunan Agriculture Office Director Tian Jiagui told reporters in an interview.

According to statistics, the total sown area of ​​grain in Hunan Province in 2011 was 77,966,000 mu, an increase of 1.03 million mu over the previous year, an increase of 1.3%, and the total annual grain output is expected to increase by more than 1.8 billion kg over the previous year.

Xu Shousheng, the governor of Hunan Province, stressed at various conferences and meetings: "Food production is the top priority that cannot be relaxed at all."

In order to fully mobilize the enthusiasm of farmers for grain production, the Hunan Provincial Finance Bureau early this year in December last year allocated early this year's thoroughbred subsidy, agricultural machinery purchase subsidy funds, in mid-February this year allocated a total subsidy for agricultural resources 3.325 billion yuan, direct food subsidies 570 million yuan, in early March, an additional subsidy of 600 million yuan was allocated to support the development of double-season rice production, and all of them were distributed to farmers in March.

At the same time, the provincial governments at all levels have further increased investment in agricultural production. This year, the province has added 680 million yuan in grain production supporting funds, and requested that no less than 20% of grain-producing county award funds be earmarked for food production. Continuing to assess and award advanced food production counties, grain producers, and grain processing companies, the province's estimated funds for awards will reach 130 million yuan. In the province, there are 200 large grain producers with strong demonstration effects. Each household is rewarded with a large tractor or high-speed transplanter. City, county, and urban areas have also introduced large-scale incentive policies according to local conditions.

"Pressing single and double expansion" to try to expand the planting area of ​​grain is an initiative of Hunan Provincial Party Committee and Provincial Government through repeated research and deployment. In mid-February, the Department of Agriculture of Hunan Province had 1.3 million mu of grain, including 1 million mu of double-season rice. The task of expanding the area was decomposed into cities and counties, and the “single-and-double change” was clearly defined as an important basis for the annual grain target assessment.

This year, the phenomenon of “arrangement of flowers” ​​for one-season rice in the double-season rice suitable area in the province was effectively curbed, and the province’s middle rice and one-season rice were reduced by 1.006 million mu. The planting area of ​​early rice and late rice increased significantly. The sown area of ​​early rice increased by 91 million mu over the previous year, and the total output increased by 612,000 tons compared with the previous year, realizing the growth of area, yield, and total output of early rice. The late-season rice planting area in the province reached 28.731 million mu, which was an increase of 650,000 mu compared with last year, which was an increase of 2.3%. The planting area of ​​double-season rice in the province increased by 156 million mu compared with last year.

"Last year, many people in our village used live broadcasts. Late rice was experiencing cold weather, resulting in a large area of ​​production cuts. This year I switched to throwing oysters and increased our ability to fight disasters. Now that the late rice is growing very well, the yield per mu is expected to reach 1200 pounds." Changde City Mao Xianggang, a farmer in Niutantan Town, Dingcheng District, told reporters.

This year, Hunan Province has effectively controlled live broadcasts. The province's early rice broadcast area has decreased by 1.7 million mu compared to last year. It is expected that the early rice production will increase by more than 20% and the income per mu will increase by 140 yuan. Late rice broadcast control effect is more obvious, it is difficult to see a piece of live broadcast.

Hunan Province has set grain production as one of the important measures for the stable development of grain production. This year, the province's early rice high-yielding demonstration area has increased by 2.504 million mu over the previous year, an increase of 2.5 times. The high-yielding demonstration area has an average yield of 480.2 kilograms, an increase of 47.7 kilograms from 2010, an increase of 11%, a total output of 167,800 tons, and an increase in output value of 386 million yuan. For the autumn crops, the province has also created 15 mid-season rice and 96 late-season acres of high-yield production demonstrations.

In addition, in the face of a once-in-a-century drought, agricultural departments at all levels actively organized water sources to seize the area of ​​late rice cultivation, fully implement the anti-drought technology and ensure a bumper harvest, and guide the implementation of drought-free areas that can not be planted with late-season rice. According to statistics, the autumn acreage planting area in the province is more than 800,000 mu, an increase of 150,000 mu over the previous year.
