Hainan State Introduces Eight New ** Policies to Raise the Protection Level of Employees and Residents in the Cities and Towns

In order to further deepen the reform of the medical and health system, continuously raise the level of basic medical insurance benefits, and give full play to the mutual aid role of the medical insurance fund, Hainan Prefecture, Qinghai Province has actively adjusted eight basic medical insurance policies and measures to effectively improve the protection level of urban employees and residents.

First, state-level urban employees and residents’ basic medical insurance are implemented at the state level. From October 1st this year, the basic medical insurance for urban workers will be implemented at the state level, and the network will be immediately settled. On January 1, 2011, the city’s basic medical insurance will be fully realized and the network will gradually realize “one card”. "Two fixed points" instant settlement work.

The second is to increase the maximum payment limit of the unified pension funds for urban workers' basic medical insurance. From October 1st this year, the maximum payment for basic medical insurance for urban employees in various districts of the entire state (a large amount of medical subsidies) has been raised from the original RMB 150,000 to 6 times the average wage of employees, or 200,000 yuan.

The third is to increase the proportion of hospitalization payments for the urban workers' basic medical insurance co-ordinating fund. Since January 1 this year, the proportion of inpatient reimbursement for employees and employees of retired employees in state-wide administrative institutions has increased by 5% and 10% respectively.

The fourth is to raise the subsidy standard for outpatient expenses for retired workers in urban employees. The personal account fund for employees of all companies in the entire state to participate in employee medical insurance has been increased from the original 400 yuan to the current 920 yuan, and personal account grant funds will be added in accordance with the average social wage standard in the future.

The fifth is to increase the maximum payment limit and hospitalization subsidy for the unified fund for urban residents' basic medical insurance. Since October 1 this year, the maximum payment for the whole city's urban residents' medical insurance coordinating fund has been adjusted from the original 30,000 yuan to about 6 times the residents' disposable income, or 80,000 yuan. The proportion of inpatient reimbursement for tertiary fixed-point medical institutions has been increased from 40% to 45%; the level 2 fixed-point medical institutions have been increased from 55% to 65%; the percentage of primary fixed-point medical institutions has been increased from 70%; 75%.

The sixth is to raise the levels of subsidies and funding standards for the basic medical insurance for urban residents. From January 1 this year, basic medical aid standards for urban residents at all levels of finance will increase by another 40 yuan. The funding standard for basic medical insurance for urban residents in the state has also been raised accordingly. The raising standard for residents under 18 years of age has been raised from 160 yuan to 200 yuan; female residents aged 19-54 years old and male residents aged 19-59 years and female residents over 55 years old, 60 years old and above The standard for raising male residents was raised from 200 yuan to 240 yuan.

Seventh, all students from all colleges and universities (technical schools) in the state participate in basic medical insurance for urban residents. School students participate in urban residents' medical insurance at the school's expense of 40 yuan per capita, apply for insurance in a centralized manner, and establish a subsidy system for medical expenses for outpatients in schools. School medical clinics or neighboring medical institutions that meet the requirements are identified as urban residents. Medical insurance designated medical service institutions provide services for students in school to purchase medicines. Local primary and secondary school students can also participate in the school as a unit.

The eighth is to comprehensively adjust the "Basic Medical Insurance, Industrial Injury Insurance, and Maternity Insurance Drug List" in Qinghai Province. Since September 1st this year, the state has implemented a new edition of the Drug List. The new Drug Directory has a total of 2,442 Chinese and Western medicines, 366 new ones, an increase rate of 17.63%, and an appropriate increase in ethnic medicines.
